Community Church of Joy represents the
mission of Cardon Development Group
to enrich the lives of individuals and the
community as a whole.
In partnership with Community Church of
Joy, CDG will develop approximately 80
acres in Glendale on the 101 Loop and
75th Avenue. Pursued by the church to
assist in this development venture, CDG
was asked to envision the most meaningful
use of the property while thoughtfully
advancing the church’s mission.
Community Church of Joy is expected to
include a compelling mix of commercial,
retail and housing-related developments,
with a projected start date slated for
summer of 2013. Upon completion,
Community Church of Joy will provide
a rich sense of place and connection,
reshaping vacant land into a vibrant site
designed to enhance the community with
warm neighborhood enrichments

The Treasure House at the Community
Church of Joy began with two families
whose children face similar life challenges.
Inspired to assist families facing the same
trials, Kurt Warner – one of the NFL’s
most storied quarterbacks – and his wife
Brenda partnered with Don and Kim
Cardon of Cardon Development Group.
Their partnership led to an inventive and
nationally heralded design concept, The
Treasure House at Community Church of
Joy.
The Warners will work in close cooperation
with Cardon Development Group to
create The Treasure House, a two-phased
development designed to provide a
supportive living community for adults with
developmental disabilities. Ultimately, this
development will serve 48 residents and
provide 24-hour care.
The Treasure House at Community
Church of Joy will serve as a prototype
for similar developments around the
country, addressing the unique needs of
developmentally disabled adults within a
warm and caring setting where each life
is treasured.
A project driven by a deep sense of family
and personal commitment, Treasure
House will be financed through a collection
of CDG’s philanthropic commitments, the
Emanuel Foundation, Kurt and Brenda
Warner’s First Things First non-profit,
as well as through generous donations
from individuals, corporations and the
community.

and Brenda Warner’s ‘dream’ project , Treasure House, breaks ground
in Glendale

Cardon
Development Group States - "As a new community, Aspera will bring a
mix of professional services, high-paying jobs, housing options, and
retail uses that will serve and support the Arrowhead area. The uses
within Aspera will be compatible with the existing church and school uses,
residential developments, and surrounding properties as well. Through one
of its wholly-owned entities (CDG Joy I, LLC), Cardon Development Group
purchased the land in December 2013 and is committed to bringing Aspera to
its full potential.
Aspera
will be built out in multiple phases with the first phase estimated to
start construction in 2014."
Some
or the areas being developed -
Residences
A
local developer, P.B. Bell, with a proven track record of building
high-quality, resort-like dwellings is constructing a multi-family
community at Aspera. This luxurious community will be designed,
constructed, and managed by one of Arizona’s best.
The
Apartments at Aspera will provide:
- luxury units with numerous amenities.
- crime-free measures incorporated into the design and management of
the community.
- a community of 285 residences with an estimated completion date of
January 2017.
- a home for an estimated 50 elementary school age children.
Treasure
House
Treasure
House is a residential supervisory care facility that will serve the needs
of high functioning individuals with developmental disabilities. Created
by two respected local families, the Kurt Warner family and the Don Cardon
family, this state-of-the-art, privately owned and operated facility is
the first of its kind in Arizona.
Treasure
House will offer:
- a first phase of 24-26 high-quality units for intellectually
challenged young adults aged 20 and over. The full build out could
include another equally sized phase two.
- amenities for the residents including training, cooking and
social/recreational gathering areas.
Treasure
House IS:
- privately funded, which means residents are selected based on
established criteria.
- required that members meet behavioral standards and assimilate into
the community, which is at the heart of the facility’s mission.

House IS NOT:
- a half-way house or a group home for substance abuse rehabilitation.

Health Care
Banner
Health Care will bring its latest design and model to the Aspera Banner
Health Center. The center will deliver integrated health care services in
an office setting by professionals within the Banner network. Completion
is planned in phases, with the first phase estimated to start construction
in 2015 and open in 2016.

Medical IS:
- a medical office complex, NOT a hospital, a trauma center or an
urgent care facility.
- a large assortment of doctor’s offices.
- scheduled to operate between the hours of approximately 7:00am and
7:00pm.

Medical WILL NOT HAVE:
- helicopter access.
- ambulance service in the normal course of business.
- an emergency room.
- facilities for overnight care.
Senior
Living
The
senior living parcel at Aspera is intended to be a “home like”
environment for its senior residents. The mix of the senior living is yet
to be established, but it
will
likely include one or more of the following elements:
- Independent senior housing.
- Assisted living for seniors with full-time staff.
- Memory care for seniors in a safe and secure environment.
RETAIL
The
retail portion of the community, Commercial Retail, will be designed to
accommodate a variety of retailers, retail shops, restaurants and other
uses that complement the surrounding area and are appropriate at the
corner of an arterial street (75th Ave.) and a major freeway (Loop 101).
Commercial
Retail:
- is designed to accommodate a variety of retailers, fitness club,
retail shops, restaurants, and/or financial institutions.
- will include continuity of architectural elements and landscaping to
give it a retail village feel with a pedestrian oriented design.
Commercial
Retail will NOT include:
- inappropriate uses that are included on an extensive list of
prohibited uses including billboard signs of any kind, gas stations,
car washes, pawn shops, thrift stores, etc. See our list of Prohibited
Use Items.

- retailers larger than 75,000 square feet without a Special Use
Permit from the City of Glendale.
- fast food restaurants (e.g., McDonalds, Burger King, Taco Bell,
Jack-in-the-Box, Wendy’s, and the like) will not be permitted north
of Aspera Blvd. (the new, main public east/west street into Aspera).
A
few of the benefits that Aspera will bring to Glendale are:
- an economic impact after completion estimated at $137M per year.
- an estimated 1600 construction related jobs, in addition to the 1700
permanent jobs created as a result of this development.
- traffic improvements to both 75th Avenue and the L101 frontage road
built BEFORE any buildings are constructed.
- traffic improvements that will help address current and future
congestion.
- over $5 million in public improvements to 75th Avenue, L101, Aspera
Boulevard, and 78th Avenue that are 100% paid for by the private
developer and then donated to the City of Glendale.
- completion WITHOUT monetary contribution by the city for
improvements at Aspera.
- a high quality community WITHOUT use of billboard signage.
